Oxford Group has been commissioned by the ESPON Managing Authority to conduct a mid-term evaluation of the ESPON 2020 Cooperation Programme. The evaluation lasts from April 2018 to February 2019 and involves qualitative and quantitative methods to analyze how ESPON knowledge has been used in different policy fields.
The overall mission of the ESPON 2020 Cooperation Programme is “based on applied research, to improve the provision of European territorial evidence, and contribute to enhancing the use of territorial evidence in policy development related to EU Cohesion Policy”. The objective of the mid-term evaluation is to identify strengths and potential weaknesses and to suggest possible improvements of the programme currently under implementation and at the same time provide some preliminary considerations that could support the debate around a possible ESPON Programme post-2020.
It will be extremely interesting to analyse in what ways ESPON has contributed to territorial evidence, and how the results of the ESPON programme have been used in public debate and policy making.
